Scope changes can certainly impact a project. However, it has been suggested by some that far too many project managers spend a lot of time planning out the other phases of the project life cycle but fall far short of appropriately controlling and planning for the close-out phase.
There are a number of other factors that also need monitored and controlled throughout the lifecycle of a project. These factors might include resolving interpersonal conflicts, managing multiple priorities, negotiating win-win arrangements, taking actions to avoid risks, and focusing on quality.
